Power to the Islands: Maldives Democratic Party Unveils “Rahvehi Tharaggee” Investment Initiative Worth $306 Million: The Maldives Democratic Party (MDP) has launched “Rahvehi Tharaggee”, an investment forum aimed at strengthening island-level economic development and giving local councils a direct role in attracting investment and shaping the future of their communities.

The initiative is rooted in the MDP’s longstanding commitment to decentralization, based on the principle that development should not be planned exclusively from Malé, but should reflect the needs, resources and ambitions of individual islands.

In a message highlighting the initiative, Mohamed Nasheed, Chairperson of the Maldives Democratic Party, said decentralization was more than an administrative reform for the party. It represented a conviction that people living on the islands understand their communities’ potential better than anyone else.

The MDP incorporated this principle into law through the Decentralization Act of 2010. However, the party argues that granting councils legal authority is only the first step. For local governments to become effective drivers of development, they also require the technical skills to develop projects, the capacity to engage investors and access to investment that can ultimately translate into employment and economic opportunities.

76 investment proposals across the Maldives

A central feature of the Rahvehi Tharaggee Investment Forum is the presentation of investment proposals developed by MDP-majority councils directly to potential investors.

According to the MDP, the forum brings together 76 investment proposals covering 14 atolls, 32 islands and cities, and 14 investment sectors.

The proposals represent an estimated US$306 million in investment opportunities.

The projects span a range of economic activities, including mariculture, fisheries, agriculture and local enterprise, reflecting the different economic strengths and development requirements of communities across the Maldives.

Rather than being centrally designed projects, the proposals have been developed by the councils that would ultimately be responsible for implementing them. The MDP says this approach ensures that investment opportunities are connected to local priorities while drawing on the economic potential of individual islands.

Putting local councils at the centre

The initiative seeks to create a direct connection between local governments and investors, potentially allowing councils to move beyond their traditional administrative functions and become active participants in economic development.

For investors, the forum presents the islands as locations with untapped opportunities and local governments prepared to facilitate partnerships.

For councils, it represents an opportunity to demonstrate how empowered local leadership can translate community priorities into viable economic projects.

“Every proposal that’s presented was shaped by the council that will carry it forward,” Nasheed said, emphasizing the connection between local needs and investment opportunities.

The MDP has called on investors to view the islands not simply as tourism destinations, but as communities with diverse economic potential and opportunities across multiple sectors.

Decentralization and inclusive growth

The Rahvehi Tharaggee initiative reflects a broader debate in the Maldives about how economic growth can be distributed beyond the capital.

With economic activity historically concentrated in Malé and major population centres, decentralization advocates have argued that stronger local institutions can help islands develop industries suited to their geography, resources and workforce.

The investment forum seeks to turn that principle into practical economic opportunities by connecting councils with private-sector capital and expertise.

For the MDP, the initiative is also a continuation of its political commitment to empowering local communities.

“To our investors, we request to see these islands the way we do: as places of real opportunity, backed by the councils committed to making partnerships work,” Nasheed said.

He also urged councils to use the forum as an opportunity to demonstrate what local leadership can achieve.

The MDP said it would continue supporting the councils beyond the investment forum as projects move from proposals toward implementation.

With 76 proposals representing approximately US$306 million in potential investment across 32 islands and cities, Rahvehi Tharaggee marks an effort to put decentralization at the centre of the Maldives’ next phase of local economic development — giving islands not only a voice in their future, but a greater role in creating it.
